1 YEAR AGO Jan. 13, 2011 - Walmart buys former Rainbow Market site – Lincoln shoppers may not have to soon travel to Roseville to visit Walmart. Steve Art, Lincoln’s economic and redevelopment manager, said Walmart bought the property on Dec. 31. He told The News Messenger on Jan. 6 that it would be similar to a grocery store. Tiffany Moffatt, a spokesperson for Walmart, confirmed that Walmart purchased the land but would not say what the retail giant’s plans are for the building. Rainbow Market closed in 2008 and the building was bought by KKP-Kim Properties, LLC in October of 2009, according to Fred Katz, a principal for the building’s former owner. 10 YEARS AGO Jan. 10, 2002 – Family, city at odds over farmland – City wants to use land as future disposal site for reclaimed water – The Moore family of rural Lincoln has farmed their land for more than 100 years. The two-story farm house, which was built by John and Mary Jane Moore, who purchased the land from Hollis Newton in the late 1800s, still stands. It has been both birthplace and residence for successive generations who have also farmed the land. At one time, the farm totaled 10,000 acres, but today, it has been pared down to 340 acres, most of it producing rice, as it has for more than 50 years. Robert T. Moore, the senior member of the Moore family, was inducted into the Lincoln High School Hall of Fame last year. Unfortunately, he died on the day of the ceremony. “We aren’t trying to take anything from anyone,” said John Pedri, Director of Public Works. “This is a miscommunication if anything. We want to use the land as a future disposal site for reclaimed water. We have no intention of forcing them to do anything. Since Robert (the senior member of the Moore family) passed away, it seems that communications have broken down between the city and the Moore family. We have to show all proposed disposal sites on the environmental documents.” 20 YEARS AGO Jan. 16, 1992 - Director candidates narrowed to pair – Two finalists have been selected to fill the post for the city’s first public safety director to head the recently combined police and fire departments. Shannon and Associates of Sacramento was hired by the city to recruit a candidate. Interim Police Chief Michael Manick said a public announcement will likely be made at the City Council’s Jan. 28 meeting. Meantime, Ralph Anderson of Roseville is searching the nation for a candidate to fill the city administrator’s post left vacant by Richard Ramirez in November. Manick is also acting as city administrator until the process is completed. He said the application process will remain open until Jan. 31. While the search continues, the Lincoln City Council will consider changing the job of city administrator to city manager. A city manager form of government gives more direct control over city employees, leaving the city council as a body for appealing decisions made by the city manager. 50 YEARS AGO Jan. 11, 1962 – Fallout Shelter Study Team Here – A preliminary survey of buildings in Lincoln which might be suitable for fallout shelters was conducted here Tuesday by two representatives of the International Engineering company of San Francisco, accompanied by Mayor Robert A. Noyes, City Administrator-Engineer Kenneth A. Thompson and Police Chief Robert Jimenez. The San Francisco firm was engaged by the U.S. Army Corps of Engineers to conduct the survey in this area. Purpose of the study is to determine what degree of protection is already available, or could be obtained with minor modifications to existing buildings or other structures. 75 YEARS AGO Jan. 14, 1937 – Ed’s Slants On The Day’s News – Saw an editorial the other day in a city paper criticizing the G-Men and the police forces for the way they handled the Mattson kidnapping case – the worst mistake they made was telling the newspaper anything – they can’t keep anything, especially their mouths shut, and eyes and ears open at the same time. It is now said that the G-Men and all engaged in the manhunt for the kidnaper of Charles Mattson believe that the culprit is insane and if their suspicions are correct, he had been confined in an institution for insane and has recently been released – some more blundering or inefficiency on somebody’s part, which has cost the life of a little boy and much grief and anxiety to his distracted parents – when a guy is sent to jail keep him there for his full term and then some, if he needs it, and if sent to an insane asylum, keep him there until he is absolutely cured and there is no doubt about it.
