Write new contracts for top management
I would like to thank you for publishing my letter in July. I have attended two Measure K (utilities user’ tax or UUT) meetings with council. They explained about General Fund, enterprise fund, restricted funds and investments totaling something north of $54,000,000, and several additional terms as to confuse. Then came the questions. Do we pay collection fees? My kids away at college cell phones are on my bill; do I have to pay UUT on them? The surprising answer, as I understood it, is not if the billing address is not in Lincoln. While I believe I understand both sides, council wants the UUT and citizens do not, but not because of the $300 per year for four years. It is because if we do not cut spending in five years, we will be right back here. Even the low income should have to pay something, $100 per year, I do not think anyone should get away free unless that is a ploy to get it passed. I also understand some city officials have ridiculous salaries backed up by contracts that should be honored. Big contracts, however, council should: 1. Find out what the residents are willing to pay for these jobs. 2. Call in these people and offer them the new package. 3. If they agree and do a good job, the contract will probably be renewed. 4. If they reject it, they know right now they will not be renewed and they can start looking for a job like the four police officers. If our councilmen cannot figure this out by November, we the Lincolnites must, and remember this is not personal, it is business. We might begin with: 1. Elect no incumbents and start fresh 2. If in November, there is no alternate plan even if the UUT passes, I think we must consider a recall. Larry Andrews, Lincoln
