What’s happened to your Health, Safety and Welfare?

Article 1, Section 1 of the California Constitution says as follows: “All people are by nature free and independent and have inalienable rights. Among these are enjoying and defending life and liberty, acquiring, possessing and protecting property, and pursuing and obtaining safety, happiness, and privacy.” (Health, Safety & Welfare) Article 20, Section 3 of the California Constitution says as follows: “Members of the Legislature, and all public officers . . . shall, before they enter upon the duties of their respective offices, take and subscribe the following oath or affirmation:” “I, ________, do solemnly swear (or affirm) that I will support and defend the Constitution of the United States and the Constitution of the State of California against all enemies, foreign and domestic; that I will bear true faith and allegiance to the Constitution of the United States and the Constitution of the State of California; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will faithfully discharge the duties upon which I am about to enter.” It would appear that the Lincoln City Council has forgotten the aforementioned oath; I can find nothing in the California Constitution that states “the bloated financial welfare of the executives and their programs come before the Health, Safety & Welfare of the people.” City Manager Jim Estep, in concert with other minions, have kept all or most all of their ill-gotten gains while creating a “negative impact” on the Health, Safety & Welfare of the people of Lincoln. Eliminating police, fire, library and public works positions is unconscionable when the city sits on millions in reserve but claim “poor;” yet they have the gall to ask for more money via Measure K (the utility users’ tax).
