City of Lincoln seeks resident input on utility user rates

In the next few months, the City of Lincoln will be conducting user rate studies for each of the City’s three utilities: water, wastewater and solid waste. The last rate studies for water and wastewater were completed in 2006 and solid waste in 2007. In order to maintain financial stability in providing adequate services to the residents, the rate studies will assess the City’s current levels of service and related financial obligations. By law, the City’s utility rates are to be established to pay for the services provided and reasonable reserve levels to insure appropriate infrastructure maintenance and replacement. The City does not make a profit from the rates. An independent consultant will be hired to complete the rate study in compliance with applicable laws and policies. The City is requesting your input and participation to insure a constructive process. The City would like to hear your suggestions in developing an equitable rate structure for all residents. For example, many residents have suggested that the basic monthly flat rate for water should include a minimal amount of consumption, perhaps 3,000 gallons of water instead of the current 10,000 gallons.
